Yeji Kim “1% for all movie theaters → 1% for each theater”… Korea: “I am an expert on enforcement ordinance revision”

(Seoul = Larose.VIP) Reporter Lee Yu-mi and Kim Chi-yeon = The People Power Party has decided to push for a revision of the enforcement ordinance to designate at least 1% of the seats in each movie theater as seats for the disabled.

The current enforcement ordinance of the ‘Act on Guaranteeing the Promotion of Convenience for the Disabled, the Elderly, and Pregnant Women’ (Convenience for the Disabled, etc. Act) stipulates that 1% of all movie theaters, not individual theaters, should be seats for the disabled. This is a measure taken in response to the awareness of the problem that most theaters do not have seats for the disabled.

At the emergency committee meeting held at the headquarters in Yeouido on the 13th, Kim Ye-ji, a member of the emergency response committee, mentioned the movie ‘National Foundation War’ that sheds new light on former President Syngman Rhee and said, “Audiences with disabilities always face situations where they cannot watch the movie they want from the seat they want. “he said.

He continued, “According to the enforcement ordinance of the Act on the Accessibility of Persons with Disabilities, movie theaters must install at least 1% of the seats for the disabled to conveniently use, but most movie theaters use 1% of the entire movie theater as the standard, not individual theaters, so there are many theaters that do not have wheelchair seats. “He pointed out.

He also said, “Even if there are wheelchair seats, there are many places where wheelchair access is not possible due to stairs or high steps at the entrance of the theater.”

Commissioner Kim, a visually impaired pianist and former member of the National Assembly, announced that he would push for revision of the enforcement ordinance of the ‘Accommodation for Persons with Disabilities Act’, including installing seats for the disabled in 1% of the seats in each theater and changing the structure to improve accessibility for the disabled in movie theaters.

In addition, he said he would push for revision of the ‘Act on the Promotion of Film and Video Products’ to ensure the right to enjoy culture for all disabled people in movie theaters.

Amendments to laws are possible through the National Assembly, but amendments to enforcement ordinances require consultation with the government.

Emergency committee chairman Han Dong-hoon promised party-level support.

Chairman Han said, “A few days ago, singer Kang Won-rae went to see a movie with her family, but was unable to enter the theater and only allowed her family to watch the movie. It was a very strange incident.”

He continued, “This is because there are blind spots in interpretation of the regulations related to theater access for people with disabilities,” and added, “The People Power Party will improve this area, including revising the enforcement ordinance, to create a world of common sense.”

Chairman Han, who served as the Minister of Justice, said after Chairman Kim’s remarks, “I am not actually an expert in changing enforcement ordinances. I also created an enforcement ordinance that ‘completely deprives prosecutors of the right to investigate’, and if changing the enforcement ordinance is justifiable and reasonable, it will take that long. “It is not a problem,” he said, adding, “We will pursue it together with the government.”

The day before, Chairman Han watched ‘The National Foundation War’ at a movie theater in Yeouido and personally checked the actual condition of seats for the disabled.
