Medical students decide to submit leave of absence reports on the 20th… Ministry of Education “Allied leave of absence is not a reason for leave of absence”

There are concerns about disruption to medical school academic operations due to the possibility of collective action such as class refusal.

(Seoul = Larose.VIP) Reporters Go Yoo-seon and Kim Soo-hyun = As medical students across the country decide to take a leave of absence, the conflict between the medical community and the government over increasing the number of medical schools is spreading to university areas.

Medical students have announced that they will pursue an allied leave of absence, but the government and the university are of the position that allied leave of absence does not constitute a reason for a leave of absence, so conflict seems inevitable.

In particular, there are concerns that medical school academic operations may be disrupted as there remains the possibility of other group actions, such as class refusal, in addition to submitting a leave of absence report.

◇ National medical student alliance resolution on leave of absence… Ministry of Education: “Allied leave is not possible.”

According to the educational and medical circles on the 18th, as the date for submitting the alliance leave of absence plan decided by student representatives of medical schools across the country approaches in two days, the confrontation between the government and the medical community appears to be intensifying due to the push to increase the number of medical schools.

Previously, representatives of 35 of the 40 medical schools nationwide decided to take a leave of absence on the 20th of this month in protest against the government’s increase in medical schools.

However, it is unclear how many medical students, estimated to be around 20,000 nationwide, will participate in this alliance leave of absence.

While there are some medical students who argue that the government’s plan to increase the number of medical school students by 2,000 students should be prevented through collective action, there are also many medical students who believe that a leave of absence is not very effective or who do not want to participate considering the disadvantages that may arise from a leave of absence. am.

For this reason, it appears that there is quite a bit of controversy even among medical students.

However, due to the nature of medical schools, where most students take the same lectures and live together for long periods of time, the identity of students who do not participate in collective action can be revealed immediately, so the decision to take a leave of absence is likely to put great pressure on individual students.

In fact, in 2020, when the government pushed to increase the number of medical schools, there was a movement among fourth-year medical students to refuse the national examination, and at some medical schools, the real names of those who refused to take the national examination were made public online, sparking controversy.

If students actually submit requests for leave of absence, conflict with the government and universities, which will not allow students to take a leave of absence in opposition to government policy, is expected to be inevitable.

An official from the Ministry of Education said, “According to the Higher Education Act, most leave of absence requirements are determined by school regulations, except for reasons such as enlistment, childbirth, or childcare. However, alliance leave of absence does not fall under the leave of absence requirements under school regulations.”

He then emphasized, “The Ministry of Education has the authority to supervise each university, and can take action depending on whether or not school regulations are violated.”

This means that the Ministry of Education can take administrative action against the university because it is against school regulations for the university to approve a leave of absence.

◇ There is also the possibility of other group actions such as class refusal… Concerns about disruption in academic operations

In addition to the alliance leave of absence, the possibility of other group actions such as class refusal cannot be ruled out.

In fact, medical school student representatives gathered opinions on various countermeasures to the government’s increase in medical schools, including class refusal, on the 16th.

Most universities start in March, but medical school departments usually start in February. The academic schedule itself is flexible for 3rd and 4th year students who are required to do hospital clinical training.

Accordingly, if there is a movement to refuse classes and practical training, academic operations may be affected starting this week.

This type of collective action, combined with the mass resignation of medical residents taking place at hospitals, can have a growing impact.

Even when the government pushed to increase the number of medical schools in 2020, medical students refused classes and practical training as well as taking the national exam, contributing to the collective action of current doctors.

In the end, in order to provide relief to medical students, the government even revised the Enforcement Decree of the Medical Service Act and provided additional opportunities for national examinations.

As the situation has become unusual due to collective action movements not only in medical fields but also in schools, the government is also paying close attention to the group action of medical students.

The Ministry of Education has established a ‘National University Hospital and Medical School Situation Response Team’ since the 16th and is operating an emergency contact system with 40 medical schools across the country to check student trends and measures at each university.

On the same day, an emergency meeting was held with medical school academic deans presided over by Vice Minister Oh Seok-hwan and requested that each university comply with relevant laws and regulations, and provide thorough student guidance and academic management.

An official from the Ministry of Education said, “We have conveyed our position that the university should actively cooperate so that students can continue their studies without hesitation and the academic atmosphere is not impaired. “We will check,” he emphasized.

Without doctors, there are no patients?... The obstacle to collective action is ‘cold public opinion’
Will the government, which says it is too late to increase the number of medical schools, push forward with medical reform?
