The Korean Medical Resident Association (Daejeon Medical Association) said in a statement on the 20th, “The government announced an essential medical policy package early this month, but it also reformed the payment system that increases the burden on the public, banned mixed treatment with non-covered items, introduced medical licenses and private practice licenses, and extended the intern training period. “It is full of policies that limit the best treatment, such as opening the beauty market,” he argued.

He then criticized, “The government announced the absurd number of expanding the number of medical school students by 2,000,” and “We asked the government for scientific evidence, but it refused to disclose the data and announced a radical medical school quota policy to gain political votes.”

At the same time, he said, “Despite the fact that residents work more than 80 hours a week and are paid at the level of minimum wage, the government has so far ignored this, and residents are leaving hospitals, leading to medical paralysis.” He added, “The structure is such that hospitals cannot operate normally because there are no residents to train.” “Is this desirable?” he asked.

Daejeonhyup emphasized that the government oppresses medical residents in an undemocratic manner.

They said, “The government is treating medical residents as criminals by issuing extralegal administrative orders, such as banning the acceptance of resignation letters and banning teachers from engaging in collective action,” and demanded, “To completely withdraw the unfair orders that intimidate medical residents and make a formal apology.”

The Daejeon Association requested the government to: ▲ completely cancel the plan to increase the number of medical schools ▲ establish an organization to scientifically estimate the supply and demand of doctors ▲ expand the recruitment of specialists in training hospitals ▲ present specific measures against force majeure medical accidents ▲ improve the resident training environment ▲ completely abolish the order to commence work etc. were requested.

On this day, for five hours during the day, the Daejeon Association held an emergency general meeting of delegates at the Korean Medical Association (Korean Medical Association) Hall in Yongsan-gu, Seoul, with about 100 representatives from training hospitals across the country in attendance, and discussed the formation of an emergency response committee and future response plans.

Most of the attendees submitted a letter of resignation to the hospital and stopped working from that day on.

At the meeting, Daejeon Association Chairman Park Dan was elected as the emergency response committee chairman. Chairman Park was an emergency medicine resident at Severance, but submitted his resignation to the hospital the day before.

Kim Taek-woo, chairman of the medical association emergency committee, visited the conference hall and exchanged greetings with residents before the Daejeon association meeting began in earnest.

Chairman Kim said, “I will respect and work with the decisions of the representatives of the major,” and when asked whether Daejeon Association President Park Dan would participate in the emergency committee of the medical association, he answered, “I will decide myself.”

During the meeting that day, a citizen visited the medical association hall and protested to the residents, asking, “Can a doctor leave the hospital and leave his patient behind?”

As a result of the Ministry of Health and Welfare’s inspection of 100 major teaching hospitals, 6,415 residents, or 55% of the residents at these hospitals, submitted resignation letters as of 11 p.m. the previous day.

1,630 people, or 25% of those who submitted resignation letters, left their workplace, and the Ministry of Health and Welfare issued a return to work order to 831 people.
