If failure to return is confirmed, a ‘compulsory performance order’… Complaint upon final non-return

Patients leaving hospital due to group departure of residents

(Gwangju = Larose.VIP) Reporters Hyeong Min-woo, Park Cheol-hong, and Cheon Jeong-in = An order to resume work (return to work) was issued to residents at Chonnam National University and Chosun University hospitals who left the hospital, but it was calculated that the number of residents who left the hospital increased.

While emphasizing normal operations, the hospital believed that the group action situation by doctors would be prolonged and internally began reducing inpatient rooms and postponing or canceling surgeries.

According to Chonnam National University Hospital on the 21st, the number of 319 residents submitting resignation letters increased from 245 to 268 (76 interns and 192 residents).

As many of the residents who submitted resignation letters were absent without permission, 165 residents at the main hospital (excluding about 70 at the branch) were ordered to resume work, and the number of residents who did not attend work also increased sharply from the previous 137.

An inspection team from the Ministry of Health and Welfare is scheduled to visit the branch hospital, Chonnam National University Hwasun Hospital, soon and issue an order to commence additional work.

A follow-up ‘non-compliance certificate’ was issued to 103 residents at the main hospital who did not return to work despite the order to resume work.

However, because return to work was judged only on the history of access to the hospital’s internal medical system, it is understood that not all residents with this access history have returned to the medical field.

There are a number of residents who only performed work for a short period of time at the hospital’s urgent request and claimed that they were “not returning.”

Chosun University Hospital also submitted a resignation letter out of 142 residents, and 107 residents were confirmed to have left the hospital the day before.

Of the 114 people, 2 returned from vacation, and 5 people were excluded from returning because they submitted specific reasons.

At Chosun University Hospital, non-compliance certificates were issued to 107 residents who did not return.

The city of Gwangju directly issued an order to return to work the day before for the four residents at Bitgoeul Chonnam National University Hospital who did not attend work, and there are 31 residents at Gwangju Christian Hospital who did not attend work, but there appears to have been no inspection by the Ministry of Health and Welfare or the local government.

The Ministry of Health and Welfare is expected to conduct on-site inspections at Chonnam National University and Chosun University Hospital this afternoon and issue mandatory compliance orders to residents who have not returned.

We plan to file complaints against residents who have not returned despite receiving a mandatory compliance order.

Due to the low number of residents returning despite government pressure, local tertiary general hospitals are preparing for a prolonged situation.

In the case of Chonnam National University Hospital, the intensive care unit, emergency room, and outpatient treatment are operating normally, but surgeries are being reduced by 40% compared to usual, focusing only on seriously ill patients.

We are preparing for a prolonged period by passively filling hospital rooms with discharged patients and reducing the bed utilization rate.

Chosun University Hospital implemented emergency treatment measures, such as establishing an on-call system for specialists and PA nurses, and operated the emergency room, outpatient department, and intensive care unit normally, but the number of surgeries was reduced to about half compared to normal times.

In the case of general wards that are highly dependent on medical residents, it was considered difficult to operate for a long period of time, and an internal policy was decided to reduce the operation rate of general wards to 50%.

Medical school students’ mass leave of absence continues, and Chonnam National University College of Medicine, where 282 out of 731 students submitted leave of absence reports the previous day, continues to submit additional leave of absence reports today.

Chosun University, where 625 students are enrolled, submitted a leave of absence report collectively through the school representative, and it was tentatively calculated that more than 600 students, or more than 90%, submitted a leave of absence report.

Chonnam National University and Chosun University medical schools are preparing measures such as adjusting academic schedules or postponing clinical trial schedules.
