The Ministry of Labor’s statistics on those on childcare leave are for those who received childcare leave benefits through employment insurance, and exclude civil servants and teachers who are not covered by employment insurance.

The Ministry of Labor said that the reason the number of people on parental leave decreased slightly last year was because the number of children born last year (January to November) decreased by 8.1% compared to the previous year, and the benefits for parental leave with parents were expanded from January of this year, so some people postponed their use of leave until this year. explained.

The Ministry of Labor said, “Considering the scale of the decrease in the number of births, the actual utilization rate of parental leave is on the rise.”

Among those on leave last year, 72.0% were women and 28.0% were men. The proportion of men increased rapidly from 8.7% in 2016 to 28.9% in 2022, but decreased slightly last year.

By child age, the proportion of children taking leave from work during infancy under 1 year old accounted for 67.0%, an increase of 2.7 percentage points compared to the previous year.

In the case of women, it is often used in conjunction with maternity leave, with 77.9% taking leave when their children were under 1 year old, while 39.0% of men used it when their children were under 1 year old, and 19.2% took it when their children were 6 to 7 years old, when they entered elementary school.

The average period of use was 8.9 months, 9.5 months for women and 7.5 months for men.

By month, there were slightly more people on parental leave in March and April, when school started, than in other months.

By company size, 55.6% of all workers on leave belonged to small and medium-sized companies, and 44.4% belonged to large companies. The proportion of users belonging to small and medium-sized businesses is steadily increasing from 51.3% in 2019.

While the number of users of parental leave has stagnated, the number of users of reduced working hours during the childcare period has increased significantly.

The system for reducing working hours during childcare is a system that allows workers with children aged 8 or in the second grade of elementary school to reduce their working hours to 15 to 35 hours per week for one year (up to 2 years if unused period of childcare leave is added). Last year, 23,188 people used it. This is a 19.1% increase from the previous year.

Among users of this system, 64.4% were workers from small and medium-sized businesses.

The percentage of users who used it when their children were 0 to 1 years old was 28.6%, and when their children were 6 to 7 years old, the rate of users was 26.2%. The average number of shortened working hours was 12.4 hours per week.

The government is extending the period of childcare leave (1 year → 1 year and 6 months) to spread the culture of dual care for both parents, raising the age of children who can use reduced working hours during the childcare period (8 → 12 years), and extending the period (up to 2 → 3 years). For this purpose, a revision of the law is being promoted.

In addition, in order to revitalize the work and childcare support system for small and medium-sized businesses, the Ministry of Labor announced that it plans to create a work-life balance happy industrial complex, strengthen support for hiring replacement workers, and establish a new work-sharing subsidy to reduce working hours during the childcare period.
